Jessica Brill Ortiz has joined the Center for Consumer Information and Insurance Oversight (CCIIO) at the Centers for Medicare & Medicaid Services (CMS), with the Department of Health and Human Services. Jessica is working in the Eligibility Policy and Operations Branch of the Division of Eligibility and Enrollment Policy and Operations, in the Exchange Policy and Operations Group. Previously, Jessica was the National Advocacy Director at Direct Care Alliance (DCA), a national organization dedicated to improving direct care jobs. She provided strategic leadership, implementation and support for DCA’s state and federal level policy, advocacy and organizing programs; she led DCA’s successful regulatory campaign to extend minimum wage and overtime protections to home care workers under the federal Fair Labor Standards Act and developed and implemented DCA’s Affordable Care Act implementation work, with an emphasis on promoting Medicaid expansion and enrollment through the exchanges. Prior to joining DCA, Jessica managed and led key programs at The National Consumer Voice for Quality Long-Term Care (formerly NCCNHR).
