The newspaper article, entitled “O’Mara: Don’t reward states that are not prepared” and published by Delaware Online, recounts O’Mara’s 
testimony before members of the Senate Homeland Security and Governmental Affairs Committee. Drawing from professional experience as secretary of the Department of Natural Resources and Environmental Control for the State of Delaware, O’Mara argued that federal disaster funding should not only support general recovery but also be allocated to incentivize storm preparedness.
